The following mini-case-studies were prepared by Dan Randow and Julian Carver in June 2011 to support the Declaration on Open and Transparent Government, and accompanying Cabinet paper. [edit] Online ERO Reports Support School Choices
The Education Review Office has published school and early childhood service reports on its website since 1997. The reports are widely used by parents (and by teachers) to help gauge the performance of a school or early childhood service. They are also used by parents in choosing a school, and help to keep schools accountable to the public.

[edit] Open Data Increases Expert Engagement
A Ministry for the Environment consultation on the National Environmental Standard (NES) for plantation forestry used land use capability data released by Landcare Research to test assumptions on a technical aspect of the NES: erosion susceptibility. This deepened the engagement of technical experts with their peers in other organisations, MfE officials and with the NES process.
[edit] Release of Land Cover Data Wins Praise for MfE
On 1 July 2009 the Ministry for the Environment announced the release of the Land Cover Database with an Open Access license and free download from Koordinates.com. The positive response from the public, the media and other government agencies gave the Ministry further confirmation that Open Access was the way forward. Because of this, the Ministry become an advocate of open access to data and permissive licensing and encourages other organisations to make use of these tools.
[edit] Open Access Supports Data Re-use
Following the release of the Land Cover Database II under a Creative Commons Attribution licence, the Ministry received an unusual request from a company in Germany. They wanted clarification that the licence will allow them to incorporate the Land Cover Database into a 3D model of New Zealand for a flight simulator application they develop for the iPhone. The CC:BY licence does of course permit commercial re-use of data.
Following the release of the Land Cover Database, the Ministry for the Environment released another major environmental database, Land Environments New Zealand (LENZ). In 2010 a consulting firm was asked to estimate the cost of laying broadband cable in trenches along major roads and were given less than 24 hours to produce it. The firm used the soil strength data found in LENZ as this was the only accessible dataset of this type available at the time that could be immediately downloaded. As a result they were able to meet the tight deadline of their client.
[edit] NZGOAL and Koordinates.com Provide the Solution for Land Cover Database Distribution
In 2010, the Ministry for the Environment was looking for a way to reduce the legal, administrative and technical costs of re-releasing version 2 of its Land Cover Database. The objective was to make the Land Cover Database accessible and useable to as wide an audience as possible.
Using the open licensing framework outlined in NZGOAL, MfE were able to utilise the services of Koordinates.com to distribute the Land Cover Database. This provided a cost-effective alternative to developing an in-house licensing and distribution system and allowed users the opportunity to download the database at no cost.

[edit] Open Data Supports Emergency Operations
Following the February 2011 earthquake, staff from Christchurch City Council and Environment Canterbury formed a team to provide GIS-related services to support emergency operations. The demand for maps and other geospatial information quickly outstripped the team's capacity so requested outside help from Wellington-based volunteers. In order to support remote operations, the team - based at Wellington City Council and Greater Wellington Regional Council - needed access to Christchurch's data.
Traditional means of distributing large volumes of the data, such as posting DVD or hard disks, would have been too slow. The Christchurch GIS Team quickly obtained approval to allow anybody to download their data an use it with an open data license. Static data is downloadable from Koordinates.com and dynamic data from local servers was made available to the various emergency mapping operations using open geospatial standards. This made it possible to set up a fully functioning mapping operation and within a few days the Wellington team were able to service requests for maps of Christchurch City's historic places, electricity outages and road and bridge closures.

[edit] Contract mapping
Contract Mapping displays by geographic area data about government funded and contracted social services (currently provided by the Ministry of Education, Ministry of Health, Ministry of Justice, Ministry of Social Development and Te Puni Kokiri) in New Zealand communities. It gives the name of the provider, their address, the area in which they deliver their services, the type of service delivered, how much funding they receive for their services, and where available the number of clients or services they are contracted to provide. The Ministry is currently investigating how to release the data in a manageable and user friendly manner to enable re-use.

[edit] Supporting Development and Generating Revenue
NIWA provides open and free access to nationally significant databases and to a range of datasets produced by specific science projects. These include National Climate Database, National Invertebrate Collection, Freshwater Fish Database, Freshwater Biodatabase, ocean survey data and tide forecasts.
NIWA also provides tools such as a sunshine calculator that is used by the real-estate sector to assess house characteristics. A peak rainfall calculator helps engineers to design stormwater systems. Local authorities use NIWA’s climate data to determine consent conditions.
[edit] Open Climate Data Generates Revenue Opportunities
NIWA has released climate data via CliFlo since 2003, removing the cost of manually servicing data requests. When the fee for accessing CliFlo was removed, the subscriber base grew from a few hundred to over four thousand, including individuals, and government and private entities. Uses include planning for infrastructure development, land use, tourism and events. Feedback about the data has improved data quality while reducing NIWA’s data quality management costs. Demand for added-value services related to the datasets have created revenue-generation opportunities for NIWA.

[edit] Bay of Islands Data Facilitates Planning
As well as the raw survey data, the Bay of Islands Ocean Survey portal provided maps, reports and presentations interpreting the data that can be used to plan both land and marine use activities. [edit] NZTA Data Facilitates Travel and Freight Planning
Infoconnect releases New Zealand Transport Agency road and traffic information including webcam feeds. The data is provided via raw feeds to encourage others to add-value using the data. Third parties including the AA, the MetService and Yahoo! have integrated the data into websites and iPhone applications that are widely used to plan private travel and freight operations.
